For project sponsors and governments
Can your project be financed and approved? Here is how we find out
You are a ministry, an agency, a county or a private sponsor with an infrastructure, housing, energy, health, education or tourism project. You need capital, a structure the approving authorities will accept, and a delivery team that can carry the project from concept to financial close. We take projects through that sequence stage by stage.

What we do for you
Structure the case
We review the project against the PPP framework and procurement rules with counsel, and structure the concession, availability-payment, joint-venture or lease option that the approving authorities can accept.
Prepare the file
Expression of interest, concept proposal, data room, risk-allocation matrix and government-support schedule, in the format your PPP unit and the investor’s committee expect.
Bring the right capital and partners
Introductions to sovereign, institutional and private investors whose mandate fits, and a delivery consortium with the EPC, operator and lender roles filled.
Carry it to close
Negotiation support through term sheet and definitive agreements, with the approvals pathway through Treasury, PPP unit and Cabinet mapped and tracked.
Keep every party aligned
One coordinator across government, sponsor, investor, lenders and advisers, with a defined output at each stage.
Respect your process
We work within the host country’s PPP Act and procurement law. Where a competitive process applies, we prepare the sponsor and consortium to compete in it.
What we need from you at stage 1
- Project description: location, scope, sector and the public need it meets
- Owner and counterparty: which ministry, agency or sponsor holds the project
- Stage: concept, pre-feasibility, feasibility, procurement or re-procurement
- Documents available: feasibility study, designs, ESIA, land status, approvals obtained
- Estimated size and currency of the capital required
- Procurement route contemplated and any deadlines
Precedent
US$1 billion investment partnership, Zimbabwe, 2018
Ephesus was lead Zimbabwe adviser on the partnership between Hondius Capital Management of New York and the Infrastructure Development Bank of Zimbabwe, set up to finance mining and infrastructure projects. The agreement followed negotiations involving the Office of the President and Cabinet, the Ministry of Finance and Economic Development, IDBZ and the One-Stop Investment Services Centre, and an investor due-diligence visit that Ephesus organised.
