Expressions of interest prepared for three transport and airport-precinct PPP opportunities in Tanzania

By Editorial Team, Ephesus Investments and Assets Ltd

Ephesus has prepared expressions of interest, investment teasers and a consolidated set of questions to the government counterparty for a consortium lead on three public-private partnership opportunities at and around Dar es Salaam, Tanzania.

The opportunities

  • A toll-road PPP of about US$330 million construction cost (2023 study basis), structured as a DBFOM concession with an availability-style unitary payment from a ring-fenced toll fund.
  • A 250-room four-star airport hotel of about US$22 million (2021 basis), structured as a DBFOMT concession.
  • An airport commercial complex of about 32,000 m² net lettable area and about US$25 million (2021 basis), structured as a DBFOM concession.

All three sit within the Tanzania PPP Act (Cap. 103) as amended in 2023, the PPP Regulations 2020 and, for incentives, the Investment and Special Economic Zones Act 2025.

Ephesus’s role

Adviser to the consortium lead at stage 1 of the framework: screening the opportunities against the lead’s mandate, preparing the expressions of interest and teasers from the government’s feasibility studies with the figures re-based and sourced, and drafting the questions on status, procurement progress and framework that the counterparty needs to answer before the consortium commits bid resources.

What happens next

Contractor, operator and equity partners are being identified for the roles still open on each project. Names and materials are shared under a non-disclosure, non-circumvention agreement once mandate fit is confirmed. Contractors and operators with East African delivery records can register interest through the Partner with us form.

Counterparties: confidential. Figures from the Tanzanian authorities’ feasibility studies as cited in the teasers; indicative and subject to re-basing at detailed design.
